The Early Years: Faith and Family

David is the son of Christian ministers and missionaries. Not long after his father, Richard, was ordained as a minister, his home church in Newport, Kentucky sent him to Quito, Ecuador, to do mission work. There, Richard met Rocio, a native of Quito, who also was training to become a missionary.

Richard and Rocio’s common passion for the ministry drew them together and they soon married. After leaving the Quito missionary camp, the couple traveled to Israel, Greece, Egypt, and Jordan serving as missionaries. In the late 1970s, the couple decided to move to Richard’s hometown of Newport, Kentucky where they wanted to start and raise a family. David was born shortly thereafter.

“As people of faith, my parents believed that one of the reasons we are put on Earth is to serve and to help others in their time of need, and they instilled these values in me and my sister,” David said.

David’s Family Today

Like his parents, after David married his wife, Cindy Arlinghaus, they decided that Northern Kentucky (Boone County), where Cindy and her family have lived all of her life, would be a great place for them to raise their own family. David and Cindy now live in Florence with their four children.

David and his family are parishioners at Immaculate Heart of Mary Parish, and he is an active volunteer at the church, its school, and with the Knights of Columbus.

David’s Education and Business Background

After graduating from Newport High School, David attended Northern Kentucky University, where he graduated with honors. During his time at NKU, David was elected president of the NKU chapter of the Alpha Phi Sigma Criminal Justice Honors Society and vice president of the NKU chapter of Phi Alpha Delta Pre-Law Fraternity. During that time, he started his own business, a parking-management service, which helped David pay for his college education.

Since graduating from NKU, David spent several years in the private sector. He served as a senior project manager for SMG, LLC, a contract security management firm. David also served as regional vice president for Brantley Security Services, where he managed the daily operations of more than 150 employees at 19 different sites in the Greater Cincinnati, Columbus, and Dayton markets. Among the important roles that David played on the Brantley executive team were in the areas of strategic leadership and budgeting.

 

David’s Elected and Appointed Positions in State and Local Government

David has been elected or appointed to a number of public-sector positions during his adult life. He served as the City Administrator of the City of Union, where he was responsible for the efficient and effective administration of city government.

As Union City Administrator, David oversaw an annual budget of more than $1.2 million, facilitated the implementation of the city’s Strategic Plan and new communication strategies, and helped to foster the development of the 136,000-square-foot Kroger Marketplace on U.S. 42 as well as the construction of many new residential and other commercial developments within the city.

In 2016, Gov. Matt Bevin appointed David as Commissioner of the Rural and Municipal Aid Division of the Kentucky Transportation Cabinet. David also was elected as Boone County District 1 Magistrate/Justice of the Peace in 2014, and at the age of 27, he was elected to what would be the first of three consecutive terms as a City Councilman in the City of Wilder, Kentucky. David was elected to the executive board of the Campbell County Republican Party where he served as treasurer for five years.

In 2017, after working in professional management and leadership positions in both the private and public sector, David decided it was time for him to use his education, experience, and training to serve the citizens of Boone County. Today, David is proud of the many accomplishments that his office has seen, and he is running for re-election to continue making the court system and the Circuit Court Clerk's office a more efficient, effective, and transparent office for the citizens of Boone County.
